Water pump belt fell off how do I put it back on?

Q.I have a Honda accord 90, the water pump belt fell off, how do I go about putting it back on? The alternator belt is a little loose is how do I tighten that?

More Info required How did it fall off? It has like 5 bolts holding it in.

Addition I'm not sure? The water pump belt that is right next to the alternator was really loose and was completely off of the two rings it wraps around.

More Info required No on a 90 Accord the waterpump runs off the timing belt. I'm not sure what part you're looking at.

Addition Sure I think I could do that, if you are looking under the hood of the car the alternator is on the bottom right hand side with a belt that runs next it, the belt right next to that ( i wasn't sure if it was the timing belt or not.., there is only two visible belts) but that belt has fallen off somehow. I've tried to get it back on aligning it with the bottom ring and and trying to fit on the top but I can't get enough leverege to put it over. I can try to take a picture and upload it it will be a minute or two though.

Answer That part your pointing to is the power steering pump pulley. The bolt under that gold colored pipe is a 14 or 12mm bolt. Loosen that and under the pulley is a 12mm bolt you need to loosen. Loosen only. Under the pump facing the front of car is the adjuster bolt which is a 10mm. Loosen that bolt counterclockwise and the pump will move toward the engine allowing you to put on the new belt.

Addition The bottom pulley of the timing belt is loose, how can i tighten that?

Addition The pulley that is connected with the power steering pump pulley is loose, is that supposed to be a carrying pulley?
If I put the belt on from the bottom and try to get it to the power sterring pump pulley ( the one i'm pointing to in the picture) it seems likes its supposed to adjust to it. If thats not the case it then the bottom pulley that is connected with the power steering pulley is broken? Or did the bolts fall off? I don't know?

Addition When I first started my car, it was making a crazy noise so I checked the engine and the belt that is connected with the power sterring pump pulley ( see picture) was completey off of the pwer steering pulley and the pulley that connects to it. The pulley that connects to the power steering pump pulley is really loose is it broken? Or is it supposed to be a carrying pulley? I don't know if this is a better explanation.

More Info required The bottom pulley is the crank pulley and the part you pointed at in the picture is the power steering pulley.

More Info required Is the bottom pulley loose? Is the bolt in the center still there or loose?

Addition Yes, the bottom pulley is loose. The bolt is still there and it is tight. Thats why I thought it was some kind of carrying pulley.

More Info required What happens is there is a rubber isolation dampener on that pulley. It sounds like that rubber has degraded and the outter part of the pulley isn't connected well to the inner part. Sound like what you're looking at maybe? Can you move the grooved part and the inner part stays put?

Addition The grooved part seems to be flopping all around and I can't see the middle piece to well but it seems like there is no rubber there. If thats the case should I just bring the car into a auto mechanic?

Answer Well you need another crank pulley for sure it sounds like. You need a tool to hold that inside part and a breaker bar to loosen the crank pulley bolt so if you don't have that a mechanic would be cheaper than buying those tools to do it yourself. It's a straight forward job and should be an hour or less of labor to complete. I would get a used crank pulley from a junkyard too and save a little more money over a new one.

Addition The inner part will stay it just seems like that pulley can move up and down to much it seems like the pulley is adjustable. You know what i mean? Yeah it seems to be a pretty straight forward job, puttting it up on a lift might seem like a better option, I have to get it towed to the mechanics and it will be easier to see then. Thanks

More Info required That happens where the rubber degrades causing the pulley to vibrate and then the belts will work themselfs off.
