I already checked/done: Checked the 4 fuses marked "head light." I checked them visually and by substitution/swapping fuses.
I then decided to check one of the bulbs. It looks fine.

Answer Ok. You have checked the fuses under the dash, and all is well.
Next, lets check the Headlight Relays located in the Under-Hood Fuse/Relay Box.

Remove the Relays, Take your Voltmeter, or Test Light and check for voltage turning the switch off and on in the car. You can also take a Wire Jumper, and jump relays, both with the switch off and on. If you get lights on while jumping, then replace the relay.

Addition don't have a meter or test light. How do I jump relays? I tried taking the horn relay and putting it into the light relay with no luck. Also checked the fuses under the hood in the fuse box.
thanks.

Addition I fixed it. It turns out that i pulled out the brights. When I cgeck both headlight lamps they were blown. I replaced them and they are both working now.
i don't know why they would both both at the same time, a short of some kind I guess.
