high idle that goes way once you stomp on the gas pedal

Q.Hello
My car keeps idling high after you are moving. Once you stomp on the gas when you are stopped it will go back down to normal.
I already checked/done: I have cleaned out the butterfly valve by the throttle to remove all the dirt build up and it has made the situation worse. I lube up the thottle cable.
